The building itself will be introduced by a new mission, a quest titled Down to Earth which requires you to complete thePassport Office and collect some items:

Building the new Passport Office in the game is pretty easy. You need to gather materials from your neighbors to have it done. Here are the requirements:
- 4 Clerk Pen
- 4 Thumb Scanner
- 4 Camera
- 4 Official Stamps
- 4 Legal Documents
As it usually happens with new buildings in CityVille, the Passport Office itself can be upgraded. You want to do that because each upgrade will give you the chance to collect more Stamps in the game.
